The Murray, Nebraska Board of Trustees met in regular session on Tuesday, February 8, 2022,at 7:00 pm in the Murray Municipal Building. Present: Trustees: Jeff Anderson, George Blessing, StanFlak, Don Strong; Village Clerk Shelli Hayes, Maintenance Operator Jerome Speck, Village Attorney Roger Johnson; and guests.

Notice of the meeting was given in advance thereof by posting in (3) three public places onJanuary 26, 2022, as shown by the certificate attached to these minutes. hairman Flak announced the reorganization of the board, beginning with nominations and election of Chairperson. Chairman Flak nominated Trustee Jeff Anderson to serve as Chairperson for 2022. Trustee Blessing nominated Trustee Stan Flak to service as Chairperson for 2022. A ballot vote was conducted; three votes for Trustee Anderson and two votes for Trustee Flak. Trustee Jeff Anderson elected as Chairperson for 2022.

Chairman Anderson conducted the appointment of officers for 2022 and nominated the following: Village Attorney, Roger Johnson; Clerk/Treasurer, Shelli Hayes; Village Engineer, JEO Consulting Group; Street Superintendent, JEO-Stephen A. Parr; Animal Control Officer, open position. Motion by Strong, seconded by Sallach to appoint those nominated as officers; ayes: Anderson, Blessing, Sallach, Strong, Flak; motion carried

Chairman Anderson conducted the appointment of commissioners of standing committees for 2022 as follows: Stan Flak, Water Commissioner; George Blessing, Sewer Commissioner; Don Strong, Street Commissioner; Theresa Sallach, Parks Commissioner; Alan Miller, Emergency Management Coordinator/Contract; open position for the Board of Health.

Motion by Strong, seconded by Blessing to approve building permit for SunPro Solar on behalf of John and Tracy Hensch, 508 W Young Street, for solar panels on roof; ayes: Anderson, Blessing, Sallach, Strong, Flak; motion carried.

Motion by Blessing, seconded by Sallach to approve building permit for Sarah and Tyler Johnson, 208 N Davis, for house remodel project; ayes: Anderson, Blessing, Sallach, Strong, Flak; motion carried.

Motion by Flak, seconded by Blessing to approve Resolution 21-11, Year-End Certification of City Street Superintendent; ayes: Anderson, Blessing, Sallach, Strong, Flak; motion carried.Motion by Flak, seconded by Blessing to approve bid from GPM, Blair, NE, for water flow meter for booster pump in the amount of $4,096.18, and to approve bid from HOA Solutions, for alarming equipment and technology for water tower in the amount of $7,210.00; both using remaining ARPA funds; ayes: Blessing, Sallach, Strong, Flak; nays: Anderson; motion carried.

Motion by Sallach, seconded by Strong to approve the village’s proposal regarding the Zito Media contract subject to the following additions as needed: a) the fee being based on all services; b) no exclusivity clause; c) the addition of the choice of forum clause; d) that the fee be 5% of all services but in no event less than $250 per year; and e) the duration of the contract be limited to five years; ayes: Anderson, Blessing, Sallach, Strong, Flak; motion carried.
