Gale Offers Voter Guidelines for Election Day
 
LINCOLN – Secretary of State John Gale offered guidelines for Nebraska voters who will 
go to polling places for the May 15 primary election.
 
“Going to the polls in Nebraska is easy and convenient,” Gale said. “But there are some 
simple steps you can take to make sure your voting experience goes smoothly.”
 
Gale offered the following guidelines for Election Day:
 --Check your voter registration and polling place. People can check the status of their voter 
registration and location of their polling place by contacting their county election office or ac-
 --Change of address. If a registered voter has moved within a county (out of their former precinct) 
and not updated their registration, the person should go to the polling place associated with 
their current residence. The person will be required to vote a provisional ballot.
 --Be prepared. Before going to the polls, the voter should become informed about the candidates 
and issues on the ballot. Sample ballots are printed in newspapers and posted on county websites. 
Mark and take the sample ballot with you to the polling place. 
 --Conduct at the polls. To maintain proper decorum at the polls, it is requested that people turn 
off their cell phones.
 --Campaigning prohibited. Campaign items such as buttons, stickers and T-shirts are not allowed 
in a polling place. It is illegal to campaign within 200 feet of a polling site.
 --Voter identification. Proper identification will be required at the polling place of people who are 
newly registered by mail and did not provide identification. These people will be required to provide
identification showing their current residence. Identification at the polling place is not required of other
 voters.
 --Nonpartisan voters. If you are registered without a political party affiliation, you will receive the non-
partisan ballot. In addition, nonpartisan voters may request a Republican Party or Democratic Party 
ballot for U.S. Senate and House races, or they may request a full Libertarian Party ballot. 
 Polls are open on Election Day from 8 a.m. CDT (7 a.m. MDT) to 8 p.m. CDT (7 p.m. MDT).

The Southeast Soccer Club will be hosting the 3v3 LIVE SOCCER TOURNAMENT in Murray on Saturday, July 21.  This is a national tournament and the top teams in each division will qualify to compete in the PREMIER level of 3v3 Live Regional Finals.  The tournament is open to teams of all ages U6 through Adult.  More information can be found at www.3v3live.com where you can also register a team.

I’ve served on the 5-person Murray Village Board 35+ years, during which time I was instrumental in street-paving projects, the installation of a new water tower, building a new Village Hall, the beginnings of a curb and gutter project, building a new Young Memorial Park concession stand, joining Murray to the Beaver Lake waste-water treatment facility, updating the Young Memorial Park baseball field, and installing a new emergency warning siren. My wife Patricia and I have owned and operated a successful family business for more than 40 years in the Fifth District. We have two grown children, George IV and Angela. "OUTDOOR CLASSROOM"  

 COMMUNITY PROJECT 

 

Every few years, the Conestoga Elementary PTO focuses on a major project.  Our PTO was enlightened by research revealing the necessity of contact with nature for a healthy child.  We learned that time in nature inspires creativity, reduces stress, improves test scores, health concentration, behavior, reduces obesity, depression, attention deficit disorder while promoting humility and connection.  With the help of students, parents, staff and the community, our PTO has been raising and saving money for the past two years towards this community project.   We are now ready to break ground and are looking to the community to help fulfill our vision.  The following is a list of needed resources and volunteers:

  • help to remove broken concrete from the school/do you have a place we can put this concrete (not much)   
  • pick-ups and drivers to haul and unload dirt, mulch and sand
  • donations of cut or fallen hardwood trees (oak, walnut, ash and hackberry preferred)  2' - 4' in diameter.  These trees will be used to line the entrance as well as provide natural seating, stepping stones and enclose areas.
  • help to plant trees, shrubs and flowers
  • donations of used tractor tires for a "hill of tires" planted in sand
  • brick pavers or cobblestone to be used as the floor to the entrance of the classroom
  • boulders - we will be building a bridge over a currently hazardous drainage area and would like to install boulders around it for kids to climb
  • construction experience or willingness to help build a stage area and bridge
  • framer - we are looking for a framer to help put up the facade of a school which will provide the backdrop to our stage.  We envision this to be wrapped in siding, so will also need siding installation experience.
  • concrete - we will be seeking bids for concrete to connect the areas within the classroom.  We are interested in part of this path being stamped with animal footprints.

    • A registration fee of $150-200 will be required in July for each student
    • Fund-raising opportunities will be planned to help with student cost
    • Open to anyone ages 13-18
    • Taught by graduates of Nebraska University theater programs
    • Looking for at least 20 performers, plus numerous tech crew members

    May 4, 2012, Lincoln— The Nebraska Legislature maintains memberships in several 
    national legislative organizations. The National Council of State Legislatures (NCSL) 
    is a good example of a bipartisan organization that serves the legislators and staff of 
    the country's 50 states and its territories. NCSL provides research, technical assistance 
    and opportunities for policymakers to exchange ideas on the most pressing state issues. 
    The organization is also an effective and respected advocate for the interests for state 
    government before Congress and federal agencies. The leadership of NCSL is composed 
    of legislators and staff from across the country. At the beginning of every 90-day session of 
    the Nebraska Legislature, senators and staff are appointed by the speaker to serve on 
    committees and task forces of NCSL and other national legislative organizations. 
     
    The Council of State Governments (CSG) is another national organization that focuses on 
    major policy issues. Members of the Nebraska Legislature also serve CSG in its leadership 
    positions and participate in the professional development opportunities it offers. CSG was 
    founded during the Great Depression, and for more than 75 years, CSG has provided state 
    leaders with support and recommendations on promising approaches to creating good public 
    policy. CSG is a strictly nonpartisan organization that brings state leaders together to share 
    ideas and provides them with the chance to learn valuable lessons from each other. 
     
     
    Because of my hard work and membership on the legislature’s Health and Human Services 
    Committee, Speaker of the Legislature Mike Flood invited me to participate this month in a 
    seminar in Denver, Colorado. The three-day program is titled, “Identifying State Health Priorities
     to Ensure Healthy Families: Using Limited Dollars Wisely.”  Four other senators who serve on 
    legislative committees such as Appropriations, Business and Labor, Education, Government, 
    Health and Human Services, Judiciary, and the Nebraska Retirement Systems will be part of 
    Nebraska's delegation at the seminar.  Nebraska senators and staff will collaborate with legislative
    representatives from Alaska, Colorado, Hawaii, New Mexico, Oregon, Texas and Wyoming. 
     
     
    The National Council of State Legislatures is co-sponsoring the seminar with the National Governors 
    Association, the Association of State and Territorial Health Officials, the Association of Maternal 
    and Child Health Programs, and the National Association of County and City Health Officials. The 
    seminar is funded through a grant from the U. S. Department of Health and Human Services, so 
    this valuable training opportunity is a no-cost event for our state. 
     
     
    The seminar's format includes five sessions for all participants, and four team discussion meetings, 
    in which every state's team members will develop state action plans to meet identified goals and 
    objectives. Senators and legislative staff will focus on promoting healthy families, raising awareness 
    of state health goals and resources, allocating limited health dollars efficiently and effectively, 
    facilitating constructive communication among the state's key players, and identifying the next steps 
    to be taken in each participating state. 
     
     
    The National Council of State Legislatures and the Council of State Governments are two of seven 
    national legislative organizations to which the Nebraska Legislature belongs. These organizations, 
    like those that provide education and support for public officials at all levels of government, offer 
    legislators opportunities to receive timely information on a broad spectrum of issues, as well as intense, 
    leadership development training in multiple-day workshops. The seminar I will attend this month will 
    be brief and focus only on state health priorities. I am honored that Speaker Flood invited me to parti-
    cipate. I assured the speaker, and I assure you too, that I will work hard to represent Nebraska well 
    and safeguard the trust that has been placed in me.

    Violin-Fiddle 

     

    The Schoolhouse Performance Series will feature championship fiddler, Deborah Greenblatt, and multi-instrumentalist, David Seay performing "Fiddle Fables" on Sunday, May 13, at 2:30 PM, downstairs in The Old Avoca Schoolhouse in Avoca, Nebraska.  

       With the help of her fabulous five-string fiddle, and some talented fiddle students, Deborah Greenblatt       explores some of the trials, tribulations, and lessons that fiddlers and other musicians often have in common. There is advice for the beginner ("It Starts With Your Feet"), advice for the fiddler's families ("Have Mercy"), for the growing fiddler ("Shopping For a Fiddle Blues"), for the brave fiddler ("I'm Gonna Fiddle In a Contest"), as well as the fiddler who plays the viola ("Out of Fiddle, Out of My Mind"). There are also inspiring stories of real-life fiddlers ("Cactus Pete"), teachers ("Alice Johnson' and students ("Mary Ann the Fiddler"). 

     The concert will be followed by light refreshments, and a chance to chat and even jam with the performers.     Legislative Session Fruitful for Business/Data Centers
    The Nebraska Unicameral passed several economic development bills during the short
    legislative session.
    LB 830, introduced by Sen. Galen Hadley of Kearney, provides a sales and use tax exemption for biochips, used in conducting genotyping, analyzing gene expression, protein expression, genomic sequencing, or protein profiling of plants, animals, or non-human laboratory research model organisms.
    LB 872, also introduced by Sen. Hadley, reduces the income tax burden of Nebraska-based businesses that provide services to customers in other states. Additionally, the bill changes the method for corporate income tax on the sales of services or intangible property (except in the case of sales of a communications company).
    LB 983, introduced by Sen. Abbie Cornett of Bellevue, extends the Nebraska Advantage research and development tax credit to 21 years.  
    LB 1018, introduced by Sen. Danielle Conrad of Lincoln, changes provisions relating to business mergers, consolidations, and conversions.
    LB 1043, introduced by Sen. Chris Langemeier of Schuyler, eliminates provisions relating to contracts or agreements for discounted rates involving public power districts.
    LB 1080, introduced by Sen. Cornett, amends the revenue code to exempt sales and use tax on any tangible personal property acquired by a person operating a data center located in Nebraska, which is then incorporated into other tangible personal property for subsequent use outside the state by the same person operating a data center in this state.
    LB 1118, introduced by Sen. Cornett, creates an additional Nebraska Advantage Tier 2 qualified project for a taxpayer who invests at least $200 million and creates 30 new jobs at a data center project is eligible for a 10-year personal property tax exemption for the project, in addition to the benefits currently available for other Tier 2 projects.
    LB 1128, introduced by Sen. Paul Schumacher of Columbus, adopts the New Markets Job Growth Investment Act. Individuals, pass-through entities, corporations, financial institutions, and insurance companies are eligible for a nonrefundable, nontransferable credit for investments in businesses located in a qualified active low-income community business.
     
    Other legislation passed this session includes:
    LB 209, introduced by Sen. Cornett, requires the State give municipalities one year advanced notice when a company requests local sales and use taxes refunds paid by said company under the Nebraska Advantage Act or Employment and Investment Growth Act.
    LB 729, introduced by Sen. Heath Mello of Omaha, provides powers to an authority and changes provisions relating to the issuance of bonds under the Community Development Law.
    LB 863, introduced by Sen. Colby Coash of Lincoln, includes film production under the Local Option Municipal Economic Development Act.
    LB 968, introduced by Speaker Mike Flood of Norfolk, authorizes deficit appropriations and moves funds from the Rural Development Commission to the Business Innovation Act in DED for FY 2012-13.
    LB 1053, introduced by Sen. LeRoy Louden of Ellsworth, creates the Nebraska Tourism Commission and transfers powers and duties of the Travel and Tourism Division from DED.
    LB 1115, introduced by Speaker Flood, authorizes construction and operation of natural gas pipeline facilities by jurisdictional utilities. 

    Nebraska No. 6 for Personal Income Growth
    Nebraska had the sixth highest personal income growth rate in 2011 at nearly 6%, according to the U.S. Bureau of Economic Analysis. The national growth rate in 2011 was 5.1%.  Personal income is defined as income received by all people from all sources, according to the Bureau. Private nonfarm earnings accounted for almost all growth in personal income in the fourth quarter in most states. Mining earnings grew 9 percent, faster than all other industries, and accounted for the bulk of growth in the six fastest growing states.

    BNSF Plans $202 Million Capital Program in Nebraska
    BNSF Railway Company plans to invest an estimated $202 million on maintenance and rail capacity improvement and expansion projects in Nebraska this year, as part of its total 2012 capital commitment of $3.9 billion.
    BNSF’s 2012 capacity enhancement projects in Nebraska include adding a second rail line track in the Grand Island area, beginning work to replace BNSF’s bridge over the Missouri River between Plattsmouth, Neb., and Pacific Jct., Iowa, expansion of BNSF’s Lincoln locomotive shop, improvements to BNSF’s Havelock car shop in Lincoln, and significant signal upgrades for federally mandated positive train control.
    BNSF will also continue its robust track maintenance program in Nebraska, which will
    include 1,405 miles of track surfacing and undercutting work, and the replacement of 100 miles of rail and about 140,000 ties.
    “BNSF’s investments will improve our ability to provide rail freight services to Nebraska businesses and communities, and will expand opportunities to create more jobs and growth for the Nebraska economy,” said Matthew K. Rose, BNSF Chairman and CEO.

    Quality Products, Delivery Enhanced by Equipment Upgrade
    The Egging Co., a start-to-finish steel fabricator, has received a grant through the Nebraska Investment Finance Authority’s Capital Access Program to upgrade the electronic controls and drives of a large horizontal boring mill used in its operations. The company has owned and operated the machine since the mid-80s, however the electronics and drives dated back to the mid-70s.
    "The upgrade went fairly smoothly and the machine is now back to full production,” said Lou Egging, president and CEO. “This reliability is a significant factor [in aiding] us in accomplishing our overall production and growth goals into the future.”
    The Egging Co., near Gurley, Neb., has been a vital employer in western Nebraska and supplier of high quality steel fabrications since 1957. The company partners with clients,
    including Caterpillar, from the initial engineering and planning process to the final assembly stage.  The company employs 62 employees at its Nebraska facility, and an additional 70 employees at its facility in Clinton, Iowa. For information, call 308-884-2233.

    Davis Companies Awarded National Minority Small Business
    Champion
    Dr. Dick and Sharon Davis, CEO and owners of Davis Companies, Inc., of Omaha, were recognized as the U.S. Small Business Administration’s (SBA) National Minority Small Business Champions for 2012. The Davis’ won the Nebraska SBA district and Region VII SBA competition before being judged nationally against nine regional winners.
    Davis Companies, the parent organization of businesses owned and operated by the Davis family, have provided corporate clients with insurance, bonding, and consultation products and services for more than 40 years. Its subsidiaries were formed to create synergies that enhance each of the company’s core business. Davis Companies was established in 1971 with the Davis Insurance Agency. By the mid-1980s, operations had expanded to five states and six urban centers. The Davis’ product and service lines have expanded ten times since 1991.
    The SBA National Minority Small Business Champions award winner is selected based on efforts to: promote minority-owned small businesses; volunteer time and services to small business interest groups; advocate for small business causes through legislation; and use professional expertise to assist small business owners.

    Omaha Ranked No. 2 Best Midwestern Market for Small Businesses
    The Business Journals rated Omaha second in its 2012 Small Business Rankings for Midwestern Markets, moving it up from third in 2011. Numbers were derived based on a six-part formula incorporating the following factors: five-year population growth, five- and one-year private-sector employment growth, concentration of small businesses per 1,000 residents, one-year change in that concentration, and one-year growth in number of small businesses. Small businesses were defined as any private-sector employer with fewer than 100 workers.

    Trade Adjustment Assistance for Firms
    Established U.S. manufacturers negatively impacted by foreign competition can receive valuable business assistance and federal grant funds through the Rocky Mountain Trade Adjustment Assistance Center (TAAC). The Center’s Trade Adjustment Assistance for Firms program specifically helps companies save jobs, increase productivity, and build a solid foundation for future growth. Eligible manufacturers may receive up to $75,000 in grant funds to cover half the cost of strategic projects designed to strengthen the company. Eligible companies are those that have experienced competition from foreign
    companies producing similar foreign products, and resulting small downturns in sales and employment.
    Since the program’s inception in 1974, Rocky Mountain TAAC has worked with hundreds of American companies in nearly every field. Rocky Mountain TAAC is an independent, nonprofit organization funded by the U.S. Department of Commerce.

    Gov. Dave Heineman kicked off See Nebraska Week (May 5-12) by announcing the 2012 Nebraska Passport program, which promotes opportunities for summer travel across the state.
    The 2012 Nebraska Passport program has expanded to 80 stops organized into 10 special interest tours: culinary, culture, family fun, festivals, golf, GROW Nebraska, parks, unique accommodations, water adventure and wineries. Travelers are encouraged to pick up a souvenir passport at one of participating locations and collect stamps from each location visited to win prizes.
