Hi, I'm George Blessing, a candidate for Cass County Fifth District Commissioner. My qualifications for this position are second to none.

My descendents settled in the Fifth District, southwest of Plattsmouth, in the mid 1860s. I’ve lived in Cass County for 70 years and in district five for 50 years. I’ve served on the 5-person Murray Village Board 35+ years, during which time I was instrumental in street-paving projects, the installation of a new water tower, building a new Village Hall, the beginnings of a curb and gutter project, building a new Young Memorial Park concession stand, joining Murray to the Beaver Lake waste-water treatment facility, updating the Young Memorial Park baseball field, and installing a new emergency warning siren. My wife Patricia and I have owned and operated a successful family business for more than 40 years in the Fifth District. We have two grown children, George IV and Angela. I am quite familiar with the people of the fifth district, understand their wants and needs, and know what it takes to get the job done. I would appreciate your vote May 15th,2012.

"OUTDOOR CLASSROOM"  

 COMMUNITY PROJECT 

 

Every few years, the Conestoga Elementary PTO focuses on a major project.  Our PTO was enlightened by research revealing the necessity of contact with nature for a healthy child.  We learned that time in nature inspires creativity, reduces stress, improves test scores, health concentration, behavior, reduces obesity, depression, attention deficit disorder while promoting humility and connection.  With the help of students, parents, staff and the community, our PTO has been raising and saving money for the past two years towards this community project.   We are now ready to break ground and are looking to the community to help fulfill our vision.  The following is a list of needed resources and volunteers:

  • help to remove broken concrete from the school/do you have a place we can put this concrete (not much)   
  • pick-ups and drivers to haul and unload dirt, mulch and sand
  • donations of cut or fallen hardwood trees (oak, walnut, ash and hackberry preferred)  2' - 4' in diameter.  These trees will be used to line the entrance as well as provide natural seating, stepping stones and enclose areas.
  • help to plant trees, shrubs and flowers
  • donations of used tractor tires for a "hill of tires" planted in sand
  • brick pavers or cobblestone to be used as the floor to the entrance of the classroom
  • boulders - we will be building a bridge over a currently hazardous drainage area and would like to install boulders around it for kids to climb
  • construction experience or willingness to help build a stage area and bridge
  • framer - we are looking for a framer to help put up the facade of a school which will provide the backdrop to our stage.  We envision this to be wrapped in siding, so will also need siding installation experience.
  • concrete - we will be seeking bids for concrete to connect the areas within the classroom.  We are interested in part of this path being stamped with animal footprints.

     Cass County Safe Kids Bike Rodeo and Safety Event

    Safe Kids Sarpy/Cass County, led by the Sarpy/Cass Department of Health and Wellness,
    is proud of our mission statement, "Preventing Unintentional Injury and Death in Children
    Ages 14 and Under". It is because of this, that Safe Kids Sarpy/ Cass County is pleased to
    present the second annual 
     
    Cass County Safe Kids Bike Rodeo and Safety Event on Saturday April 28th, from Noon to
    2 p.m. at the Plattsmouth Community Center, 308 South 18thStreet, Plattsmouth, Nebraska. 
     
    Several community businesses and volunteers have joined forces in the name of child safety
    making this a great event in Cass County, Nebraska. The Cass County Safe Kids Bike Rodeo
    and Safety Event is a free family event where kids and parents can come to have fun while
    learning about safety. We are encouraging kids to bring their bikes to this event so that they
    can participate in the Bike Rodeo which is sponsored by the Plattsmouth Police Department.
    Safe Kids will furnish 200 helmets to be given away at this event. This event is full of fun-filled
    educational safety activities. Come for the fun and stay for the free drawings of bikes and
    other prizes. Free hot dogs and drinks will also be available.

    Living History Day 


    Cass County Historical Society's Seventh Annual Living History Day will be Saturday, April 28, from 10:00 a.m. to 3:00 p.m. The event is free and open to the public.

     

    Demonstrations in the museum will include spinning by Dee Hogya of Omaha and weaving by Linda 

    Barnard Duncan of Plattsmouth. Nebraska History Day projects by 4th graders from Plattsmouth Elementary School will be on display. Throughout the day, Florene Nickles will be playing the 1893 Packard Reed Organ.

     From 1:00 to 3:00 p.m., a May Basket Workshop for children ages 5 to 10 will be conducted by Cass County Retired Educators. The children will make a basket and learn about the May Day tradition. The last session will start at 2:30.

     In the museum courtyard will be rope making by William Duff of Weeping Water and Quilting by Sandra Allgeier of Plattsmouth.

     At the end of Main Street, the Historical Society's log cabin and caboose will be open from 10:00 a.m. To 3:00 p.m. Blacksmithing will be demonstrated by Ron Rookstool of Plattsmouth,Vernon Grashorn of Louisville and Lary Hogya of Omaha.

    Violin-Fiddle 

     

    The Schoolhouse Performance Series will feature championship fiddler, Deborah Greenblatt, and multi-instrumentalist, David Seay performing "Fiddle Fables" on Sunday, May 13, at 2:30 PM, downstairs in The Old Avoca Schoolhouse in Avoca, Nebraska.  

       With the help of her fabulous five-string fiddle, and some talented fiddle students, Deborah Greenblatt       explores some of the trials, tribulations, and lessons that fiddlers and other musicians often have in common. There is advice for the beginner ("It Starts With Your Feet"), advice for the fiddler's families ("Have Mercy"), for the growing fiddler ("Shopping For a Fiddle Blues"), for the brave fiddler ("I'm Gonna Fiddle In a Contest"), as well as the fiddler who plays the viola ("Out of Fiddle, Out of My Mind"). There are also inspiring stories of real-life fiddlers ("Cactus Pete"), teachers ("Alice Johnson' and students ("Mary Ann the Fiddler"). 

     The concert will be followed by light refreshments, and a chance to chat and even jam with the performers. Avoca is in southern Cass County, Nebraska, on the 13 C Spur, one mile south of Highway 34. Admission is $10.00 for adults, $5.00 for students & seniors, and $1.00 for children.     April 20, 2012, Lincoln— The Latin term "sine die" means "without day." A legislative body
    adjourns sine die when it concludes its business without designating a specific date and
    time to convene again. The Nebraska Legislature took this action on April 18 to end the
    2012 session. 
     
    As I reported last month, child welfare reform was among the most important legislative
    priorities this year. The extensive background work was finished and plans for change
    were outlined before I became a state senator. My appointment to the Legislature's
    Health and Human Services Committee placed me in a core group of policy makers,
    who received public input during the session about which changes were needed and
    how they should be made. By the session's end, the comprehensive reform measures
    that were enacted offer great promise for producing measurable improvements in the
    lives of foster children, foster parents, case managers, the court system and the Nebraska
    taxpayers whose hard-earned dollars can now be used more effectively.  
     
    The current two-year state budget was actually created last year. This year adjustments
    were made for the second year which begins on July 1, 2012. The state budget, like our
    own household budgets, must be modified to respond to inevitable changes that happen
    during a two-year time period. The state budget must be balanced every year, and a mini-
    mum cash reserve, or savings account, must be maintained. Balancing the budget means
    making necessary cuts, and identifying ways to accommodate revenue reductions or required
    cost increases. The legislature, under the leadership of the Appropriations Committee and
    its Chairman Senator Lavon Heidemann, once again met the challenge of balancing the
    budget and maintaining the cash reserve. 
     
    Based on its subject matter, the tax cut package proposed this year in LB 970 was referenced
    to the Revenue Committee. However, throughout the session the bill was amended and de-
    bated with the Appropriations Committee's budget planning process in mind. As introduced
    LB 970 was estimated to reduce state revenue by $326.6 million for fiscal year 2012-13 and
    for both years of the 2013-15 biennium. With a projected revenue shortfall of $461 million
    at the end of the next biennium, the Revenue Committee was concerned about the state's
    ability to implement the entire package in the coming years. Before advancing the bill for
    debate, the Committee eliminated parts of the proposal to reduce the fiscal impact over
    the three-year period from $326.6 to $148.2 million. Despite the Committee's initial
    changes, the legislature's concerns about LB 970 continued. Under a compromise
    amendment, the changes proposed by LB 970 were reduced again – this time from
    $148.2 to $97.2 million. As amended the bill would expand the four income tax brackets,
    and lower income tax rates for lower and middle income taxpayers without jeopardizing
    priorities, such as education and child welfare, in future budget years. 
     
    LB 1161 would build on oil pipeline legislation passed during the special session last
    fall. Although the previous pipeline permit was denied by the federal government, the bill
    would allow Nebraska to work expeditiously to determine the safety of a new route out-
    side the protected Sandhills region of our state. Key provisions of LB 1161 would: (1)
    require a pipeline carrier to apply to the governor for approval to construct a major oil
    pipeline in Nebraska, (2) require the governor to approve the application or refer it to
    the Public Service Commission (PSC) for further review, (3) unless prohibited by federal
    law, require the PSC to make public all pipeline documents and records, (4) require the
    Department of Environmental Quality (DEQ) to hold at least one public hearing on an
    application under review, and (5) require a pipeline carrier to reimburse DEQ for pipeline
    route evaluation expenses. LB 1161 was passed by the legislature and signed into law
    by the governor just two days before pipeline carrier TransCanada offered new routing
    options for state review. The governor and DEQ will now consider TransCanada's proposal.
    This time Nebraska citizens should be able to access public documents and participate
    in a public hearing about oil pipeline construction in our state.

    Simply call 1-800-RED CROSS (1-800-733-2767) or visit redcrossblood.org to make an appointment or for more information. All blood types are needed to ensure a reliable supply for patients. A blood donor card or driver's license, or two other forms of identification are required at check-in. Individuals who are 17 years of age (16 with parental permission in some states), weigh at least 110 pounds and are in generally good health may be eligible to donate blood. High school students and other donors 18 years of age and younger also have to meet certain height and weight requirements.
