Only 2 weeks left of summer vacation for Conestoga District 56 Students.
The first day of school this year is August 18.
Open House is Tuesday, August 16th, (all buildings).
At the July 12, 2011, Board of Education the decision was made to increase
lunch prices by 25 cents effective August 18, 2011.
Student breakfast cost will remain at $1.50 and adult breakfast is $2.00.
Lunch prices will be:
K-6 $2.50
7-12 $2.75
Adult $3.25
Applications for the free/reduced lunch program are available at any Conestoga office
and will be mailed with the parent information packet the first week of August.

Collaboration Yields Good Policies Large and Small
Nebraska was well served by its one-house legislature again this year. Faced with
several daunting challenges, many people were concerned about how the needs of
our state would fare in the first year of the One Hundred-Second Legislature. When
the legislature adjourned sine die on the 87th of the 90 days allowed for the 2011
session, it seemed clear that our respectful and collaborative approach to policy-making
prevented the discord that has recently plagued other states.
This year 698 bills were introduced, and more than 200 became law. Headlines were
made by the balanced budget, which was passed without tax increases; an innovative
roads funding plan; legislative and congressional redistricting; collective bargaining reform;
stronger DUI laws; a first-step toward state government regulation of oil pipelines in
Nebraska; and an array of new economic development initiatives. As I reviewed this year’s
important accomplishments, I recalled other issues worthy of note, including:
LB 81 – This proposal to prohibit municipalities from levying a motor vehicle fee on
nonresidents was prompted by Omaha’s decision last summer to impose a wheel fee
on people who work in the city but live outside its boundaries. Nonresidents include
people who do not have a primary residence or own a place of business within the
city limits, as well as full-time students attending school in a city other than the one in
which their vehicle is registered. I supported LB 81, in part, because many District 2
constituents, who work in Omaha, registered their opposition to the new wheel fee with
my legislative office. The bill carried an emergency clause, so it became law in March
as soon as it passed the legislature and was signed by the governor.
LB 575 – Moving children of military families to Nebraska will become easier, when the
provisions of LB 575 take effect on July 1, 2012. The bill ratified the Interstate Compact
on Educational Opportunity for Military Children. The state Department of Education will
administer the Compact. LB 575 will allow children of military parents to enroll in school
when they arrive and provide a hand-carried school record, have 30 days to obtain required
immunizations, continue schooling at the same grade level they were in prior to transferring,
participate in athletics and extracurricular programs even in the middle of the school year,
have additional excused absences if a parent is preparing for or returning from deployment,
and complete graduation requirements and receive a high school diploma from their previous
school if they transfer in the middle of their senior year. The Department will be allowed to
accept donations and bequests to pay the costs associated with the Compact.
LB 284 – Picketing of funeral or memorial services will be prohibited within 500 feet of a
cemetery, mortuary, church or other place of worship at the time of a funeral or memorial
service. The current limit is 300 feet. The goal of LB 284 is to create an appropriate balance
between the privacy rights of grieving family members and the freedom of speech rights of
others. A law that achieves these goals must be enforceable and meet constitutional challenges.
By increasing the distance from 300 to 500 feet, Nebraska will join 24 other states which have
enacted similar requirements. The provisions of LB 284 will become law at the end of August –
three months after the legislature adjourned for the year.
LB 163 – This bill, introduced at the request of the Department of Motor Vehicles (DMV), will,
by January 1, 2013, establish an electronic system for processing applications for handicap-
ped or disabled parking permits. Coincidentally, a similar proposal was suggested to my office
last fall by a city official in Cass County. The suggestion prompted contact with DMV and con-
firmed, even before the session started, that this proposal would be offered. LB 163 will allow
renewals of handicapped parking permits to be made within 180 days of their expiration instead
of the current 30-day limit. The bill will extend the renewal period for permanent handicapped
permits from three to six years and allow a person to have up to two hang tags instead of just
one. Finally, LB 163 calls for an additional medical certification, if a permit holder requests
more than two replacement tags in a six-year period.

4-H Care and Share Kwiltz for 2011 County Fair
Colene Shrader Memorial Kidz for Kwiltz, part of the county wide 4-H Care & Share
community service project, will be on display in the 4-H Building during the Cass County
Fair August 9 – 13.
All kwiltz will be available for bids at silent auction during the fair. Ten kwiltz (bidders’
choice) will go to the highest bidders at the close of the auction at 9:30 p.m. Saturday,
August 13. The remaining kwiltz will be donated to emergency services or 4-Hers’
choice of recipient with the rest of the Care & Share items.
Proceeds from this auction will help fund the 2012 4-H Care & Share project.

Cass County Fair 4-H Auction Supporters (family, friends, businesses, alumni) are invited
to show support for Cass County 4-Hers by attending one of two 4-H auctions held during
the Cass County Fair.
The 4-H cake auction starts at 6:30 p.m. on Tuesday evening August 9, at the open air
auditorium on the Cass County fairgrounds. It provides an opportunityto purchase fancy or
decorated cakes, pies, and/or specialty breads baked and decorated by 4-H members.
The proceeds of this event will be divided between the participating 4-Her and the Cass
County 4-H Council. 4-H Council funds raised at this event help sponsor activities for 4-H
members throughout the year. Auction supporters are invited to stay for the Fashion Show/
Awards program following the auction. A Sneak Peek and Refreshments will be held for
everyone at the 4-H Building following this event.
The 4-H Livestock Auction starts at 3 p.m. on Sunday afternoon, August 14, in the livestock
barn. Livestock judging awards will be presented to the 4-Her's before the auction at 2:45
p.m. The Cass County 4-H Council clerks this premium sale which is held for market animals
only. Each exhibitor is allowed to sell one animal of each species as premium only, meaning
dollars per head not cents per pound. Exhibitors retaining ownership will only receive the
premium from the sale. Exhibitors of shipped animals will receive the premium from the buyer
in addition to the sale proceeds from the buyer of the animal.

Simply call 1-800-RED CROSS (1-800-733-2767) or visit redcrossblood.org to make
an appointment or for more information.
A blood donor card or driver’s license, or two other forms of identification are required
at check-in. Individuals who are 17 years of age (16 with parental permission in some
states), weigh at least 110 pounds and are generally in good health may be eligible to
donate blood. High school students and other donors 18 years of age and younger also
have to meet certain height and weight requirements.
